Women’s safety: ‘London is a breeding ground for abuse’
Bystanders who witnessed sexual harassment were encouraged by British Transport Police (BTP) to intervene safely where possible.
The Speak Up, Interrupt campaign has been launched as incidents have almost doubled since pre-pandemic levels.
Det Supt Sarah White from BTP said “everyone has a role to play in driving out this unacceptable behavior”.
The Survivors Trust welcomed the move, which it said brought the focus back on the offender’s behavior.
The charity said the All-Party Parliamentary Group on the United Nations (UN APPG) showed that 71% of women in the UK had experienced sexual violence in public, with this figure rising to 86% for those aged 18 to 24.
The report also shows that 55% of survey respondents did not report the crime because they didn’t think it was serious enough.
BTP said its figures show reports of sexual harassment and sexual misconduct are up 175% from 2019-20 compared to 2021-22.
“We don’t ask people to oversee the railways, that’s our job,” said Det Supt White. “But small actions like offering someone your seat if you see them looking uncomfortable, alerting officers or reporting an incident to us can make a big difference.
“Your report provides us with important information that helps us build a picture of what is happening on the network so that we can identify crime hotspots, deploy patrols to catch violators, and, most importantly, bring them to justice.”
Bookseller and embroidery artist Courtney has been harassed several times in London. He described the capital as a “breeding ground for abuse” because people “mind their own business”.
She said: “There was a guy sitting across from me with a can of beer – that’s a pretty full carriage. He told me to open my legs so he could see my skirt.
“Everyone was minding their own business, looking down, pretending they didn’t hear anything. I was hoping someone would step in. I felt so young and vulnerable.
“I was so tired and nervous, just crying on the Tube.”
Transport for London was contacted for comment.
Only 3% of 18- to 24-year-olds reported having never experienced some form of sexual harassment in a public space, according to the UN APPG.
Reports of sexual harassment on public transport jumped 63% last summer across the UK – BTP does not operate in Northern Ireland – compared to before the pandemic, figures show.
The Survivors Trust said: “By shifting the focus back to the offender’s behavior, it helps to reinforce and remind others that this behavior is unacceptable and that sexual harassment or assault of any kind in our society needs to be addressed.
“Besides, it shouldn’t just be survivors who have to speak up and advocate.”
